The politicization of City Hall bureaucracy? It’s about time

CivicScene's makes a return to the Vancouver Sun this morning.

CivicScene is back with the first oped in a new series beginning in today’s Vancouver Sun.

Critics of the current administration at City Hall tend to frame their grievances on the accusation that the civil service has been politicized.  In fact, when I spoke to lone NPA City Councillor Suzanne Anton over the Olympic Games and asked what her biggest objection to Vision Vancouver was, this was her first response.

But let’s for a moment consider the alternative.

City Manager well within rights regarding Park Board

This memo from Frances J. Connell, Vancouver Director of Legal Services, to City Council and the City Manager confirms the place of the Park Board within the city’s hierarchy as laid out by the Vancouver Charter.

The document is very telling in terms of roles and responsibilities, as well as a chain of command, but the most pertinent paragraph is the following:

So Mayor Gregor Robertson is speaking up about the bureaucratic wasteland that sits between the province and the federal government when it comes to stimulus funding that was supposed to be destined for BC’s municipalities.

HarperCampbell

Campbell: "Hey, there's our portion of the stimulus." Harper: "Where?" Campbell: "Made you look. Ha!"

And rightfully so.  It is September 18, 2009, and nine months after the federal budget that promised billions in economic stimulus funding, BC communities are still waiting in limbo.

In 2010, Vancouver had fewer than half the number of murders than it had in 2009.  There were nine homicides within Vancouver’s city limits, down from 19 killings the previous year.
